2010 Salary Cap: $58,044,000 2010 Luxury Tax: $72,555,000 (125% of the salary cap) -- $14,511,000 above the salary cap 2010 Hard Cap: $87,066,000 (150% of the salary cap) -- $29,022,000 above the salary cap 2010 Cap Floor: $52,239,600 (90% of the salary cap) -- $5,804,400 below the salary cap
I'm pretty sure most of you know how a salary cap works, so I'll leave that one alone.
As far as the luxury tax goes, there will be two main points during the season where GM's will earn the bulk of their cash: All-Star Weekend and End of Season. If you're over the luxury tax either of these times, you will not earn your money at that time period. It doesn't matter if you find a way under at a later date, the money is dead and gone.
As far as the hard cap goes, there are no penalties. Why? Because you simply cannot go over it under any circumstances. Trades, re-signing a player with bird rights, whatever... you have to stay under that number. It's a HARD hard cap, not a SOFT hard cap like the one you may have seen in our last league.
Starting in Season Two (2000), we will also have a CAP FLOOR of 90% of the salary cap. The penalties for being below the cap floor will be identical to those of being above the luxury tax. In addition, if you are below the cap floor and are a team in the lottery, your pick will be given a 0% chance of jumping into the top three. For those wanting clarification, the cap floor is calculated by adding the salary of the players ON YOUR ROSTER ONLY. Waived salary does not impact this number.

For those wanting clarification, the CAP FLOOR is calculated by adding the salary of the players ON YOUR ROSTER ONLY. Waived salaries does not impact this number, and thus, waiving players to get above the floor serves you no good.
